I didn't point it out because Makoto "Sex On Legs" Tsubasa (Lucia) in a dress is not the reason why we want to see that show. :P
(There are other shows more suitable for admiring Mami in female attire. :P I.e., her dinner shows.)

I think it is not a strictly authentic staging. If you look at the other pictures, you will see that the other costumes are modern/western, too.

It may be to emphasize Okita's character. Even Okita wears a modern dress in some scenes.

The only thought I have is that Mami as otokoyaku after Takarazuka - without the heavy stage makeup and layers of padding - is actually more stylish and sexy...to a dangerously criminal level. ^_^
